Team Leader - Expert in the field of Human rights, racism and discrimination, South Africa

Reference: The analysis of methods of data collection on incidents of racism, racial discrimination, xenophobia and related intolerance (Lot7 short-term mission)
Location: PRETORIA, South Africa
Duration: 300 work days to be shared between the 2 Experts
The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for a Team Leader - Expert in the field of Human rights, racism and discrimination (Category I) as part of a Lot7 short-term mission in South Africa entitled "The analysis of methods of data collection on incidents of racism, racial discrimination, xenophobia and related intolerance".
The global objective is to provide technical assistance to Government of South Africa, and in particular the Department of Justice and Constitutional Development, to analyze the existing data sources and methods of data collection on incidents of racism, racial discrimination, xenophobia and related intolerance in the public and private sector. Related intolerance includes discrimination on the basis of sexual orientation, gender and disability.
Data refers to any piece of information in numerical or any other form.
The requested technical assistance will also assist the government of South Africa with statistical information in the design of country responses to meet its obligations in terms of the DDPA, the ICERD and other international Human Rights treaties referring to discriminations.
Category 1: Team Leader - Expert in the field of Human rights, racism and discrimination
Qualification and skills:
Education at least a Master’s degree or equivalent qualification in law, International law, human rights law or any elated field of lot 7, or, in its absence, at least 15 years of equivalent professional experience.
General professional experience:
  • Good knowledge of international Human rights treaties, machinery and laws.
  • At least 12 years of experience in the international law, human rights law or other field related to Lot 7.
Specific professional experience:
  • At least 6 years’ experience in working in the field of racism, racial discrimination and xenophobia and related intolerance.
  • Excellent knowledge of international practices around data collection on racism.
  • Previous researches on discrimination/racism and/or data collection in Europe will be an advantage.
  • Previous practical experiences in governmental or non-governmental programmes to address discrimination, racism, racial discrimination, xenophobia and related intolerance (design, implementation, evaluation or researches projects).
Soft Skills:
  • Good communicator with good interpersonal and stakeholder relations/management.
  • Excellent knowledge of standard Microsoft office Programme.
  • Ability to deliver presentation.
Language skills:
The experts must be fluent in English-written and spoken.
It is envisaged that the assignment will be undertaken over a 20 months period, namely from 1st April 2017 to 31st December 2018.
Location of the assignment: PRETORIA, South Africa.
